Taekwondo Canada concludes a governance review of its Member Organizations

May 16, 2012   //   by Stacy   //   Administration, News  //  Comments Off

Taekwondo Canada (TC) has just concluded a seven-month Membership Review. This ‘quality assurance’ check of previous and aspiring representational bodies was necessitated by Bylaw 1 and the improved governance structure of TC, and to ensure that the governance of Taekwondo at all levels in Canada follows best practices and best serves the athletes and the sport. This review also directly responds to Sport Canada’s Federal/Provincial/Territorial membership initiative.

The review process was expected to result in the assignment of current and aspiring Member Organizations to one of the two principal classes of membership for organizations (Voting Member Organization Members and Associate Member Organizations) as set out in TC’s Bylaw 1.

The Membership Review has shown that some member organizations are successfully improving internal governance, others need substantial improvement, and some remain in a state, which creates unacceptable risks.

A Special Committee was appointed to conduct the review. It comprised TC’s CEO, its Executive Vice Chair, and 2 external, independent professionals representing the Governance Strategy Group and the Canadian Centre for Ethics in Sport. The committee’s mandate was to compare all the material submitted by the (current and aspiring) Member Organizations against the required standards for governance and operations, which include transparency and financial accountability.

The membership review assessed the governance and operational practices of TC’s Voting Member Organizations and recent applicants (using documents and references provided by each Member Organization) against standards for governance and operational practices as set out in TC’s bylaws and its Membership Benchmarks Policy (which were provided to each Member Organization in advance).

There has been full transparency throughout the entire process, and guidance and advice was offered to each Member Organization as they compiled their submission packages.

The Special Committee reported its unanimous recommendations to the Board of Directors, as well as providing general recommendations for the improvement of the governance of all Member Organizations of TC.

The results of the 2011-2012 Membership Review are as follows:

1. Six member organizations were found to meet the minimum benchmark criteria as Voting Member Organization – Special Community Body.

2. Three member organizations were found to be slightly below the minimum benchmark criteria under Voting Member Organization – Special Community Body.

3. Two member organizations fell significantly below acceptable minimum benchmark criteria as a Voting Member Organization – Special Community Body, and found to be non-compliant.

4. One member organization was found to be non-compliant and to have submitted documentation to TC that bear the hallmarks of being invalid or not authentic.

5. One member organization failed to submit any documentation for the review and appears to no longer be functionally operating and ceased to be a member during the review process.

6. One organization applied for membership and was found to meet the membership benchmark criteria as a Voting Member Organization – Special Community Body.

TC will communicate and review the individual results with each member organization and applicant organization, and will continue to engage in a comprehensive process to strengthen the governance of Taekwondo across Canada, in partnership with its member organizations as TC works to ensure that best practices are followed and service to the athletes and the sport is everyone’s primary goal.

“TC intends to become a leader among Canadian national sport organizations in not-for-profit governance and be recognized by the World Taekwondo Federation, Pan American Taekwondo Union, and Canadian Olympic Committee as the premier National Taekwondo Federation.” – Eva Havaris, CEO, Taekwondo Canada
